Ultra Solvy is clear, heavy, film-type water soluble. Fabri-Solvy, as the name implies, looks and feels like a white fabric. My rule of thumb is that I use what the designer recommends the first time I stitch out the design. Many specify a film-type (Ultra Solvy) OR a fabric-type (Fabri-Solvy). If they don't specify, I use 2 layers of Fabri-Solvy.
