If you're referring to the bag and not the strap, it's on page 6 of the instructions in the pattern:
9 Smooth the Lining inside the bag. Topstitch around the top edge of bag with 1/8” seam allowance. Make sure the Handles are not caught in the stitching.
For a more professional look, topstitch a second line of stitching around the top edge with 3/8” seam allowance.
