No. It is completely non-toxic and water soluble. It dissolves completely, and I've been using Sulky water soluble products since the mid-80's, and I have a septic system, and I have never had an issue. It is a good idea to use a lot of water when rinsing the product down, though, in my opinion, simply because there can be any number of things already in our drains.
Paper Solvy has an actual wood pulp component in it, so I would rinse that more vigorously and be sure you get it all out of your fabric, since what remains could be little bits of paper. It's certainly no more than our tissue products we flush normally.
