There is a Sulky stabilizer specifically for this purpose: Sulky Tender Touch. It was developed on the industrial side of our company for use on covering the back of machine embroideries, especially for children's wear, but it is also wonderful for hand embroidery for just the reason you stated. It is an iron-on. I do recommend that you you pink the edges with a pinking shears or a rotary cutter blade. This makes it stay on better through washings and wearings. I do use steam, although the directions do not call for it. Irons vary all over the place in temperature, so test it on a scrap first.
There is also another product like this that is heavier, and it's what I would choose for denim of other heavy fabrics (although Tender Touch would work, too) and that's called Sulky Soft 'n Sheer Extra - also an iron. You have to be careful with any iron-on product. On very sheer fabrics, sometimes the glue beads can shadow through. It doesn't sound like you would be embroidering on those types of fabric, though.
Virtually all of our stabilizers come in 1 yd. packs, several roll sizes, and bolts.
