If you want to only use a water soluble, yes, the Ultra Solvy will work. You will need to rinse this away when you're done though. It's too heavy to pull away. You could also use Sulky Sticky Fabri-Solvy (which has a release sheet), but it too, would need to be rinsed away. You will also need a Solvy topper on a terrycloth towel (which holds the nap down as you stitch, and helps prevent pokies of the terry through the stitching).
One little-known secret about the Ultra Solvy is that you can dampen it with a sponge and place your item on it without hooping. You cannot pull it away though, you will have to rinse it away, just like with hooping. However, if there is any concern about hoop marks, this is an option.
