Well...if I'm understanding you, I think you're asking if you can use Sticky Fabri-Solvy like you would Sticky+ (a tear-away). And yes you can. You would hope the SFS release sheet side up in your hoop, score a big X across the SFS with a pin and peel away the release sheet. Then you can embroider on it. I don't think you'd even need a piece on top of the SFS. I've embroidered directly on it for an in-the-hoop design without a problem.
Then, if you tore away the embroidery when complete, you could indeed patch it underneath of the hole. I wouldn't want to do this too many times, since it will lose strength with repeated tearings, and you'll need to be careful that you don't loosen the stabilizer when removing the design.
