Fleece is a napped fabric, so you will need a topper - one layer of Sulky Solvy (lightest weight).
Some fleece is stretch, so you will need to stabilize if more than you would a woven, if that's the case. It depends on the type and density of the design you choose. If it's a monogram you could use water soluble that will completely wash away when you're done. Fleece is normally not hoopable, so you would want to hoop the stabilizer and either baste the blanket to it with your machine, or use a Temporary Spray Adhesive like Sulky KK 2000.
Here are a couple of the stabilizer choices:
Tear-away: Sulky Sticky+
Wash-away: Sulky Sticky Fabri-Solvy
Or: regular Fabri-Solvy (not sticky) with basting or KK 2000
Cut-Away: If the design is very dense and you need more than a tear-away, Sulky Soft 'n Sheer (one or two layers), and perhaps a layer of Tear-Easy floated underneath.
All of these stabilizers come in packs, rolls and bolts; you're not limited to just the pack.
Also, you asked about thread weight. For machine embroidery, virtually all designs out there are digitzed for 40 wt. thread - either rayon or polyester (Poly Deco). You might be able to upsize to a 30 wt. Cotton for just an outline design, but you would need to test it first.
