I apologize for not answering this sooner. I swear I did, but perhaps I did not save it. You would want to use a soft cut-away for a knit sweatshirt because of the stretch. We have a wonderfully soft cut-away called Soft 'n Sheer, and also in an iron-on version, Soft 'n Sheer Extra, which might serve you better. The fusible version is slightly heavier, but still very soft. It would stay in place nicely. If you are going to hoop it, then the regular (un-fusible) version would work just fine. Depending on the design, I would use one or two layers.
If you use the water soluble printable Stick 'n Stitch for transferring your design, you might need need more stabilization than that. If has a release sheet which is removes after printing and then it sticks nicely to the fabric. You can hoop or not. I would print on the draft (lightest) setting only. Many people do not use a hoop with the Stick 'n Stitch (459-02) (also know as Sulky Sticky Fabri-Solvy 457-02). Either product is water soluble and printable in those article numbers. Be careful buying on Amazon, there have been counterfeit Stick 'n Stitch vendors there.
