No. You need to draft the front leg and the back leg to get the crotch curve correct. The additional along the outer seam accounts for ease when the leg piece wraps around your leg.
Are we only tracing it once using the front seams then where you measure the distance along the waistline/hem? Is that for adding extra for the back piece since you show adding the seam allowance later?
