There are a couple of options depending on how you want the wrong side to look. Here's a link to a number of blogs Ellen March did on embroidering on towels:

The choice is really whether you want no stabilizer to show on the back, then you'd want to use a water soluble. But sometimes with a denser design you need a stabilizer to remain behind, so you'd use a tear-away or for more support a light cut-away.
With a terry towel you always need a light water soluble topper like Sulky Solvy to hold the nap down to help keep it from poking through the design. (This is a link to the one-yard pack, but we also have 3-yd. packs and numerous sized rolls in this product, too.)
