First - we do recommend an 80/12 needle with 40 wt. Rayon or Polyester thread. Sometimes even a 90/14. Some people can successfully use the smaller needle, but it you have any shredding at the needle or breakage, upsize.
With linen, it depends on the tightness of the weave. You might need a cut-away (like Sulky Soft 'n Sheer) if the weave is loose to maintain the integrity of the design through washings and dryings. But if it's a fairly dense weave, you could use either a tear-away or a water-soluble. It has more to do with the digitizing of the design and the stitch count than the fabric (although that is always a consideration, too).
You also might want a topper on it, depending on the smoothness of the linen. If it's "bumpy", you could use the lightest weight Solvy to help the design stitch out more perfectly. If you want to discuss this further, contact me at info@sulky.com.
