Heat-Away will not wash out. If you want a wash-away stabilizer, you should choose something from our water soluble line.
All of the Heat-Away needs to be ironed away before washing. I'm not sure it's the best choice for a textured towel for the reasons you mentioned. Some might releast the little balls easier, but terry would not, and some dense textures might not - depending on the design choice.
As the name implies, it will only "heat-away", so once it's washed the chemical that responds to heat is likely also washed away.
If you're using it for a topper, I would use the lightest weight Solvy instead. If you're using it for a backing, I would use Fabri-Solvy (or Super Solvy if you want to try to avoid having to truly wet the towel - you might need two layers of Super Solvy depending on your design, but you can pull it away layer by layer).
