I don't think it would be firm enough for English Paper Piecing. There is a sticky version of this stabilizer: Sulky Sticky Fabri-Solvy, which has a release sheet, but I don't think it is what you're seeking.
I don't do this type of paper piecing myself, but I'm told that many people who do love using Sulky Paper Solvy. It looks and feels like real paper and comes in 8-1/2" x 11" pieces, and can be run through the printer just like paper. It does have a wood pulp component, so when you rinse it away it's important to use lots of water and rinse thoroughly. There is no need to tear it away, so that part of the process is eliminated.
