I would suggest an Organ 80/12 Topstitch needle, which will have a longer eye, which may help with going through the heavier napped fabric. You may want to use a Solvy topper over the velvet so the nap behaves during the design stitching. Not being familiar with the particular fabric, if you had any issues with the 80/12 Topstitch (which I don't think you will), you could try an 90/14 Topstitch or an 80/12 Microtex needle.
I do love having the Microtex needles on hand. The slender, sharp tip reduces puncture resistance as the needle penetrates the material, preventing needle and thread breakage. It goes through heavier fabrics nicely. And it's perfect for micro-fiber fabric, too.
