When choosing t-shirts for the quilt, since they will each be 15” square blocks, does that 15” include the border?

No, the 15" square is just the prepared t-shirt. If you've registered for the event, you can download the free pattern, and it will give you tons of options. In reality, you could just make a smaller wallhanging or pillow with these techniques.
