It's very unlikely an age issue with Sulky Rayon thread. There is no real shelf life when stored properly. I had threads that were over 30 years old and still worked problem-free. However, I would be the first to say that hand-stitching, or hand-quilting with rayon thread is challenging. It is intended for machine use and is plenty strong for even industrial applications. But hand-stitching, by its very nature, is somewhat inconsistent in it's pull. Rayon is a more fragile decorative thread than say, polyester or most cottons. You could try using two strands, or switching to the same Sulky color in polyester (Poly Deco). Polyester thread tends to have more a sheen to it, so it could be slightly noticeable if you switch in the middle of a project.
When all else fails, a thread lubricant, such as Sewers Aid or Thread Heaven many times works miracles. Sometimes just upsizing the needle, too, if you must persevere.
I have known people who do it successfully with rayon, we've had samples in our books, but these are usually stitch artists of some type who are more skilled at hand stitching with everything, than most of us are.
