That's correct. It is stitched on Sulky Fabri-Solvy (which comes in the kit, along with the appropriate thread).
You're stitching on two layers of Sulky Fabri-Solvy hooped. The embroidery design makes its own "thread fabric" once the stabilizer is rinsed away. There is a video showing this process on the event page in your "My Library" at sewingonline.sulky.com.

P.S. - There are two different designs. One is just a bonus design that you could stitch on fabric sometime in the future. The lace design that is stitched on the water soluble, is the one for this project. There are two different sizes of the lace insert - you want to stitch out the largest one your machine will allow based on your hoop sizes. The photo below shows both. The top one is the one you want to stitch out for the Dutton bag. It is called: FSL Floral Spray.
The Floral Spray "Open" designs in the zip folder are bonus files from Designs by Babymoon. These designs can be embroidered directly onto fabric, rather than created as standalone freestanding lace. We will not be using these files during the event, but they are yours to keep to embellish another Dutton bag or coordinating project of your choice at a later date!
