Sulky Puffy Foam™ can be used on t-shirts. I would not use craft foam, though. Puffy Foam is designed especially for computerized embroidery and will hold up through endless washing and drying. I would suggest the 2mm size. It also comes in 3 mm, but for your first design, the 2mm might feel more manageable and it has plenty of depth.
I would use a lightweight cut-away like Sulky Soft 'n Sheer for the base stabilizer, one or two layers, depending on the design. You can trim the layers away separately when you're done, and even use a pinking shears for lightweight and or light colored t-shirts to keep the stabilizer from shadowing through. Cut one layer closer and one layer a little further out. (We also have an iron-on version of that product: Soft 'n Sheer Extra, but it is heavier and would not be my first choice for t-shirts.)
When embroidering on knits without the Puffy Foam:
You also need a lightweight Solvy topper, to keep the design sitting "on top" of the knit and so the stitches don't embed into the knit - much like you would with a plush towel - crisper end design, and especially important with lettering and small details. That link is for our lightest weight Solvy. It's all you need for a topper.
