Can I draw a pattern by hand on the stabilizer?

Yes you can. You might need to use a light board or tape it to a window, depending on how dark your pattern is. I would use a water soluble marker if you can which will wash away with the stabilizer. You can use a permanent ink marker, but if you do, rinse with running water so that the ink flows away from the project. Certain inks can float on the top of a bowl or basin of water.
