I'm willing to be you bought that on Amazon. There is a lot of counter fit Sulky Stick 'n Stitch there. The glue is not water soluble. We've complained and they shut the vendor down, but they just pop up again under another name. The one way (so far) that can identify the bad stuff (once you have it in your hands), is that the release sheet is white and "papery". Ours is cream and kind of silicone feeling. Amazon has been good about refunds, but so many people don't use product right away and the return window closes.

Many years ago, we got some product that had a non-water-soluble glue on it. Took us a while to figure out what happened. Thanks to some of our genius consumers, someone figured out that Dawn Dish Detergent – straight from the bottle – not diluted. Worked to get it off. She let it sit for several hours (and some of us let it sit overnight), and then rinse with warm water if you can. It may take a couple of treatments, but if they are using a similar glue it might work for you, too.
