Most windbreakers have an element of nylon in the fabric, so it cannot take much heat. So I fusible would be out.
I would suggest our newest stabilizer in our line Sulky ActionBack. It is terrific. It says "heavy" weight on the package but it is a soft, comfortable stabilizer against the skin. It can take a lot of density and with the heavy satin stitching in that logo, I think you need that. This stabilizer is perfect for all performance type fabrics, as well as slippery fabrics. You will need to be careful that both the lining and the outer fabric is smooth and the lining does not stretch in hooping. It comes in 1-yd. packs, 8" and 12" rolls and a 25-yd. bolt.
