We do not quantify our stabilizers by stitch count. There are too many other variables that can affect a stabilizer choice, not the least of which is the fabric. Ultra Solvy is a very heavy, very strong stabilizer. It is used for high-count free-standing lace designs. There is an occasional designer that says to use two layers. I have done that, and then switched to only one, and it works every bit as well for me. One of the things to consider is that if you are doing a high density design that needs heavy stabilization, Ultra Solvy will work. However...and this is a big thing - the stabilizer is going to all wash away, so there will be nothing left behind to support the dense design through wearings and washings. Of course, this may not be a factor, depending on the end use. Free-standing lace designs can be very high stitch count, but they are also digitized to be "free-standing" without fabric or remaining stabilizer.
