Sulky ActionBack Stabilizer - White - 12" x 6 yd Roll
Do I need to use a sheer iron on to the fabric also to prevent puckering?

ActionBack is all you need. I used it on a spandex type fabric for yoga pants and embroidered both legs with metallic thread. Zero puckers and very comfortable against the skin. Depending on your design density and quality, you could float a layer of Tear-Easy, at the first sign of any drawing up or pucker. Much depends on the quality of the material and the design itself. But I suspect ActionBack will be sufficient.
