No reason why not. I ran this past Ellen March and she also agreed and added: I would think so! I have never tried it, but that’s probably what I would use (on both sides, sandwiching the tulle) for machine embroidery.
If you're just doing some general stitching on the tulle, you could probably just use one layer on the top or bottom. Remember though, it does have to be rinsed to remove.
