The product you were looking at is Soft 'n Sheer Stabilizer, which is a lightweight cut-away stabilizer (not water soluble). Chances are good that it would not shadow through, especially if you use pinking shears to trim it away. It is 100% nylon, so it will not tolerate high heat.
You can absolutely use a water soluble stabilizer though, we have lots to choose from:
Solvy (lightest weight)
Super Solvy (twice as heavy as Solvy)
Ultra Solvy (4X heavier than Solvy)
Fabri-Solvy (a white fabric-like product that completely washes away - very stable)
Sticky Fabri-Solvy (which has a release sheet and also comes in 8-1/2" x 11" sheets to transfer a pattern using a copy machine or your computer printer)
And, Paper Solvy, which looks and feels like a regular sheet of paper, but probably not the best choice for what you're planning (assuming it's embroidery or decorative stitching of some kind).
