what is the base stabilizer used in totes?

The note for the All the things tote kit says "Base stabilizer is not included in the kit. This is an optional pattern element for medium and large sizes." What is the base stabilizer?

The pattern designer recommends using " ByAnnie Base Stabilizer” for the Medium and Large size totes. There are instructions in the pattern to create a Stabilizer Sleeve to add this to the tote, but I don’t find it necessary. To keep the kit affordable (as that particular stabilizer is quite costly), we omitted it from the kits. The Soft and Stable (which IS included in the kit) really is quite sturdy and the tote still stays upright on its own without the additional Base Stabilizer. But you can purchase the Base Stabilizer on your own if you'd like to include it in your project.

You could also use a piece of plastic canvas cut to size for this purpose.
